Background

Insecurity represents an issue of major importance for the country as a whole. Our objective is to adress security issues in mid-sized cities, exploring the capabilities of social society to tackle on delinquency, suggesting an effective model of intervention and grounded on the existent communities to maintain its continuity.

The rising levels of crime and insecurity over the last months have been associated to unemployment, the socioeconomic condition of the population, as well as the degradtion of the physical and social environment. Moreover, structural mechanisms producing poverty correspond to the location of criminal activities in specif areas in the city.

Nevertheless, public expenditures have been alocated in public security (nearly US $15 billion between 1996-2010), has been largely ineffective and hasn't met the expected results: investing in surveillance technologies, longer sentences, buying weapons or hiring thousands of police officers.

Cuernavaca FORUM is a civil and academic initiative which does not intend to substitute or mend public institutions' structural shortcomings. Nevertheless, the initiative aims to foster communitarian bonds in order to improve the population facing the prevailing violence and insecurity. Within Cuernavaca FORUM platform, we would like to share empirical data on theexisting conditions in Cuernavaca, aiming to develop into a national comunitarian prototype for mid-sozed cities in the country. In order to attain these objectives we have developed a close relationship with other national and international research centers, civil organizations and comunitarian associations through innovative reaserch and projects. These initiatives have been envisioned to inform public policies dealing with security in order to curb crime and enhance the quelity of life in the city.
